According to the General Office of the Shandong Provincial People's Government “on the issuance of Shandong Province to implement the views of the implementation of the national basic drug system notice” (Lu Zhengban Fa [2010] No. 9) and Shandong Provincial Department of Health “on the issuance of Shandong Province, a new type of rural cooperative medical reimbursement of drug directory (2009 version)” (Liaowei Nongwei hair [2009] No. 9) requirements, the study of the city's new rural drug reimbursement directory to be adjusted. The new drug reimbursement catalog since April 1, 2011 onwards, the original drug catalog at the same time abolished. The relevant matters are notified as follows:
I. Increase the reimbursement rate of basic drugs
The new drug reimbursement directory of the new rural cooperative medicine from the “national basic drug list (primary health care institutions equipped with the use of part)” (2009 edition), “Shandong Province, supplemented drug list (2010 edition of the rural part and community part)” and will be “on the issuance of new rural cooperative medical reimbursement of Shandong Province, drug reimbursement directory (2009 edition)” merger, basic drugs are all included in the city's reimbursement for the new rural cooperative medicine drug catalog, the reimbursement rate is 10% higher than other drugs.
Composition of the catalog
The catalog consists of three parts: chemical drugs and biological products, proprietary Chinese medicines and Chinese medicine tablets. Chemical drugs and biological products, a total of twenty-five categories of 881 specifications; proprietary Chinese medicines, a total of six categories of 405 varieties; Chinese medicine does not list the specific varieties of tablets, expressed in words.
Third, the varieties of dosage forms
Chemical drugs and biological products dosage forms in the “Pharmacopoeia of the People's Republic of China” (2005 edition) “General Principles of Preparation” on the basis of the provisions of the categorization process, the dosage form is not categorized to the labeling shall prevail.
The oral normal-release dosage forms of chemical drugs and biological products include oral ordinary tablets, enteric-coated tablets, dispersible tablets, hard capsules, enteric-coated capsules, soft capsules (gelatin pills); oral sustained-release dosage forms include sustained-release tablets, controlled-release tablets, sustained-release capsules, and controlled-release capsules; topical ointment dosage forms include ointments and creams; and injectable dosage forms include injectable solution, sterile powder for injection, and concentrated solution for injection.
The dosage forms of proprietary Chinese medicines are not listed separately, subject to the labeling in the “Drug Name” column.
Fourth, the remarks column “Notes” description
(A) chemical drugs and biological products
Note 1: “Cefuroxime” includes cefuroxime ester.
Note 2: “Artemisinin-based drugs” refers to artemisinin-based compound preparations, combination drugs and artemisinin-based injections listed in “Principles for the Use of Antimalarial Drugs and Medication Programs (Revised)” issued by the General Office of the Ministry of Health.
Note 3: “Compounded OTC preparations for relieving cold and flu symptoms” specifically includes the following OTC varieties: aminoglutethimide capsules, aminoglutethimide tablets, phenmetrazine-mephedrazine capsules, phenmetrazine-mephedrazine tablets, mephedrazine-pseudoephedrazine oral solution, compound aminoglutethimide capsules, compound aminoglutethimide granules, compound aminoglutethimide tablets.
Note 4: “Compound codeine phosphate” oral liquid, contains only “compound codeine phosphate oral solution and compound codeine phosphate solution”.
Note 5: “Bifidobacteria triplex” refers to a triplex preparation of bifidobacteria, lactobacillus acidophilus and enterococci.
Note 6: “Insulin” means insulin of animal origin, including short-acting, intermediate-acting, long-acting and premixed insulin.
Note 7: “Recombinant human insulin” includes short-acting insulin, intermediate-acting insulin (e.g. low-arginine zinc recombinant human insulin) and premixed human insulin in different proportions (e.g. mixed recombinant human insulin).
Note 8: “Antivenom” includes antivenom to pit vipers, antivenom to five-paced vipers, antivenom to silver-ringed snakes, and antivenom to cobras.
Note 9: “Barium sulfate” includes Type I and Type II.
(ii) Proprietary Chinese medicines
Note 1: The “Musk” in the prescription of “Angong Niuhuang Pills” is artificial musk, and “Niuhuang” is natural Niuhuang, in vivo cultivated Niuhuang or in vitro cultivated Niuhuang.
Note 2: “Lanxessin Injection Preparation” includes: Lanxessin Injection, Lanxessin Injection, Lanxessin for Injection.
Note 3, Note 4, Note 8: In the prescriptions of “Niu Huang Xie Du Pian (capsule, soft capsule, tablet)”, “Niu Huang Shang Qing Wan (capsule, tablet)”, and “Neck Shuo Granule”, “Niu Huang” is used as a substitute for “Niu Huang”. “Ox-huang” is artificial ox-huang.
Note 5, Note 7: “Musk heart pill”, “Ma Yinglong musk hemorrhoid cream” prescription “musk” for artificial musk, “cowhuang” for artificial cowhuang. “for artificial cowhuang.
Note 6: “Ginkgo biloba oral preparations” include: Apricot Ling granules (capsules, tablets), Ginkgo biloba pills (granules, capsules, tablets, drops, oral solution), ginkgo biloba honey ring oral solution, ginkgo biloba ketone ester drops.
V. About Chinese medicine tablets
The national drug standard of Chinese medicine tablets refers to the standard of herbs and tablets included in the Pharmacopoeia of the People's Republic of China, the ministerial standard of the Ministry of Health and the standard issued by the State Food and Drug Administration. The basic drug management of Chinese medicine tablets is temporarily implemented in accordance with the relevant departments of the State Council on the pricing of Chinese medicine tablets, procurement, distribution, use and basic medical insurance payments and other policy provisions.
